Keeps the reports repo current. A tester report is closed once every issue made from it has been closed.

  pwsh scripts/reports.ps1              close every open report whose issues are all closed
  pwsh scripts/reports.ps1 -WhatIf      only say what it would close

A report is tied to plugin issues in two plain ways, so nothing here guesses.
  - A plugin issue whose body has "Source report: house-style-reports#24". Several reports can be listed on one issue.
  - A comment on the report from the feedback Worker that says "Tracked in httpa local path".
A report with no link stays open, and so does a report with any linked issue still open. The ledger and the scorecard are records,
not reports, so they are left alone. The factory runs this after every merge, so closing an issue is also what closes its reports.
