Shows what already exists for a new tester report, so triage starts by asking whether it was fixed, is already tracked, or was decided before.

  pwsh scripts/related.ps1 -Report 30

It reads the report, takes the rule ids it names (for example google:word-list/20) or else the first words of what the tester wrote, and
lists the closed and open reports, the plugin issues and the merged pull requests that mention the same thing. Triage then says one of:
fixed (which pull request), already tracked (which issue), decided before (which report and why), or new. A new issue made from the
report starts with "Source report: house-style-reports#N".
