The line for the Flare VM. Runs that need it take a numbered ticket and wait their turn, first come first served. The one at the front
takes the slot, a lock file that holds its process id. A ticket or a lock whose process has died is removed by whoever sees it,
so a crashed run never blocks the line. Everything else a run does needs no ticket.
