Runs the full Flare e2e suite on main of abmorrill4/house-style shortly before the nightly release, and holds the release when it fails.

  pwsh scripts/release-gate.ps1            run it (a scheduled task does this each night)
  pwsh scripts/release-gate.ps1 -DryRun    run the suite but change nothing on GitHub

Skips the run when nothing under src/ or styleguide/ changed since the last release tag, because the nightly would not release either.
A failed suite, or a VM that cannot be used, disables the plugin's nightly workflow and says why on the "Nightly release" issue.
The next passing run enables the workflow again, but only if this script was the one that disabled it.
